Corresponds to the Ministry of culture to help ensure access to demonstrations, cultural goods and services and promote the creativity of the Northern Santander in accordance with provisions of the policy Colombian Constitution and the General culture act as they are: the characterization of the distinctive traits that identify the population, creating region and nation; promoting creativity, the recognition of human rights, coexistence, solidarity, multiculturalism, pluralism and tolerance as core values,database development and culture essential to peace.
  1. Run in coordination and consultation with national, international municipal authorities and with the private sector, the development of the cultural policies of the Department.
  2. Support resources for investment of the secretariat directly or co-financed, policies and cultural programs, attending the definition that establishes the Law 397 of 1997 concerning General Culture Act
  3. To promote and stimulate processes, projects and cultural activities in a context of recognition and respect for the cultural diversity of the inhabitants of the Department and promote respect for human rights, coexistence, solidarity, multiculturalism, pluralism and tolerance as the basis for a culture of peace.
  4. Direct all efforts in terms of support, guidance and management to all the municipalities of the Department, attending the cultural vocation of the regions and seek alternative solutions to the difficulties expected for local developments in these areas.
  5. Support the creation, expansion and adaptation of cultural infrastructure in the municipalities of the Department and facilitate the management of the resources for the protection, knowledge, recovery, research, conservation and dissemination of the movable and immovable heritage of owned by the municipalities of the Department.
  6. Develop, support and implement plans and programmes of research, retrieval, dissemination and publication of the cultural heritage.

Establishment of a pilot process of institutional strengthening of the cultural sector with emphasis on the formulation and management of local cultural policy of Norte de Santander through participatory processes of stimulation of expressions and dialogue of cultural identities.

The project will be developed in FIVE (5) municipalities of Norte de Santander beneficiaries of the second peace laboratory, Colombia: PAMPLONA, CHINÁCOTA, SARDINATA, CÁCOTA and THE BEACH.

STAGES OF EXECUTION.

Stage 1. Municipal Cultural development plan

Based on the experiences in the Department, this stage seeks to promote the development of spaces of encounter between people, trainers, artists, researchers and cultural agents for the collective and participatory development of municipal cultural development plans so that the cultural actors and public institutions have been built of a participatory and inclusive manner their cultural development plans While they hijack them and have the institutional backing and financial support for its implementation.

This exercise will allow the systematization and socialization of the results and developed processes, in such a way that they lead to the knowledge and dissemination of good practices for the processes of formulation, participatory, achieving competent levels of exchange for the Foundation of the self and collective local and regional identity.

Stage 2. Councils of culture
The municipal councils of culture are instances of consultation between the State and civil society responsible for leading and advising departmental and municipal governments in the formulation and implementation of policies and planning of cultural processes. These spaces have a representation against the advice of planning and it has the following objectives:

1. stimulate cultural development and contribute to the improvement of the quality of life of the communities in their respective territorial entities.

2 act as articulators entities of the activities related to the development, promotion and dissemination of the cultural and artistic heritage of the territorial entities.

3. to promote and make recommendations that are relevant to the formulation implementation and evaluation of plans, programs, and cultural projects.

4 monitor the execution of public expenditure on culture.

This stage seeks to strengthen cultural Councils so that they are recognised by the community and public institutions as legitimate spaces to discuss relevant issues and formulation of public policies and ensure the broad and democratic participation of its members.

In this context the project is within the processes of participatory planning, it is necessary to strengthen the areas in which it may be feasible discuss, debate, and arrange the different alternatives and in follow-up to the commitments entered into by local authorities within the framework of a public policy that can be done.

Stage 3. Regional network of municipal institutions of culture

In addition to municipal councils in culture, the project sought the consolidation of a regional network of municipal institutions of culture as a first step towards the creation of a departmental culture system. The NETWORK should lead to the construction of a democratic cultural citizenship that, from the cultural specificities of subjects, have an effective presence on the stage of the public and then forge the foundations for a plural coexistence.
Cultural democratic citizenship seeks to overcome an abstract equality of all members of the Department and recognize the real differences that exist between the subjects in its social dimension. Social beings are concrete subjects involved and located in networks of relations, configurations, fields and imaginaries of individual and collective projects and from the richness of those experiences and their needs that must build their collective participation in the political life of the Department.
The departmental system of culture aims to policy inviting the participation of different cultural proposals with a view to the collective construction of a project of plural and democratic future, promoting mechanisms from different areas and contexts, groups, individuals, movements and institutions define their proposals, have presence in public spaces and allow knowledge and mutual recognition policies.
Functions in the area of cultural services and networks are:

1. identify supply and demand of cultural services in the Department.
2. implement the system of cultural information, such as a strategy that enables communication and dynamics of cultural services.
3. to promote the strategy of cultural networking (network of public libraries, houses of culture, tips of artistic areas, museums, etc.) favoring spaces of encounter between the different actors and cultural agents, to plan, arrange and socialize their local plans as well as the results of the processes carried out in such a way that lead to institutional interaction, reaching levels competent in Exchange for the Foundation of self-recognition and local and regional collective identity.
4. support and manage resources for updating, systematization and modernization of the network of public libraries of the existing Department, their physical improvement, general endowment and cultural management, as well as the creation of new libraries.

6 promote reflection, research, evaluation and dissemination of the cultural and artistic manifestations through an updated offer of services.

1 implement, manage, coordinate and support with accompanying activities needed for the design of a departmental system of artistic and cultural education, in context with the region and the nation.

The functions of management and institutional development in culture Area are:

1 articulate and strengthen cultural institutions and their officials, through local or regional improvement plans that allow their effective participation and local leadership for formation of the departmental system of culture of Norte de Santander.

 Implementation of the departmental system of culture - cultural networking strategy (departmental network houses of culture, libraries public, museums and other - days of training and coordination meeting spaces).
 Strengthening institutional Secretary of culture.

Background:
Although there is demand for training and cultural policies on the artistic and cultural education, experiences in the region are deficient in terms of quality and coverage. There is a program that allows you to deploy, manage, support and Coordinator spaces permanent training artistic and cultural in the municipalities of the Department, this project is the second phase of the project titled "joint and institutional strengthening for the implementation of the culture system of Norte de Santander registered in the departmental code 2004-054000, project bank which is part of the cultural in the departmental development plan component.

Background:
In Norte de Santander since 1969 through the then Institute of culture of North of Santander, has developed training activities in the artistic and cultural area of the Department. With the decentralization process developed in the 90's and the liquidation of the Institute in the year 1998, this work of artistic and cultural education stay in responsibility of the municipalities. Since the creation of the Ministry of culture and tourism in 1998, artistic training schools program was created to support the work carried out by the municipalities and Cultural, is through this program are articulated processes of artistic and cultural formation of the municipalities, creating schools and support in the training of their trainers and are favoured places of meeting for them; the places of cultural and artistic expression of the Department are stimulated at the same time. The training schools, currently submitted to the TERMOFLUIDOS, making projection of the same in the international order, and has managed the allocation of resources through the national consultation program.

General objective: promote and encourage access to culture of the inhabitants of the Department through the development of the project of cultural and artistic training schools.

General description of the project: establishment of strategies for the consolidation of the artistic training schools and cultural in the Norte de Santander Department.

* Implement, manage, coordinate, accompany and support the schools of artistic and cultural education of the municipalities of the Department.

The school

Schools of artistic and cultural education in Norte de Santander are community Confluence and inter-institutional meeting spaces created from local needs of formation and expression of artistic and cultural; more beyond the training of artists they are intended to contribute to the formation of sensitive human beings who, through the arts, discover new possibilities for their cultural, artistic expression and social gathering.

The project of training schools is managed from a cooperation agreement with the municipalities of the Department.
Schools have a mission enabling scenarios where through artistic expressions they explore and take on new cultural and social practices for this purpose the project develops in 4 not necessarily sequential moments that relate between if:

• Training of trainers: activity developed through an agreement with the University of Antioquia is a graduate of curricular designs and artistic and cultural projects. Local trainers, during this period are involved in this process emphasis in the Convention is the learning of methodological order for the design of plans of artistic and cultural education in the municipalities according to local realities.
• Training of participants and community: through agreements with municipal authorities, are selected at least two local trainers who develop training activities in framework of some curricular guidelines of the project, carried out its work in areas of:

-Performing arts: dance

-Visual Arts
• Meetings to the expression, coexistence, recreation and recognition: involved in this process, House of culture, public libraries, community organizations and participating municipalities associated with the project community. Regional meetings in different areas of work, in particular music and dances are performed. They are selected significant processes at the regional meetings and its encouragement in the participation of national scenarios.
• Areas of monitoring and evaluation of the training processes: are periodically made visits to each of the cities linked to the project, where together with communities, provides an assessment of the commitments made by the municipalities. At least three times a year held general meetings of reporting and evaluation of processes, through presentations and exchange of experiences.
The following achievements have been obtained in development of the processes of formation developed:
Highlights that the project comes forward uninterruptedly since 2002, thereby guaranteeing much of the continuity of the processes of formation in the municipalities associated with the project.

In the framework of the activities raised the following results have been advanced:

-45 diploma curricular designs and artistic and cultural projects.
• Meetings to the expression, coexistence, recreation and recognition:

-Artistic and cultural shows in municipalities and regional events.
• Areas of monitoring and evaluation of the training processes:
-3 meetings of trainers coordination and follow-up
-45 visits for coordination and follow-up on related municipalities
Periodically for coordination and follow-up meetings were held in each of the municipalities associated with the program.
